My Thoughts
This was a sad scene with some nice visuals and symbolism, the entire episode was a surprising and beautiful episode, it was a filler or stand alone episode that was actually good; and this season has some of the best if not best filler episodes of any anime that I have seen so far.

Filler has a bad reputation in anime because overly long shows use such episodes just to pad things out. In theory though there is nothing wrong with one off episodes, if they deliver a meaningful story. I think the standalone episodes of Ghost in the Shell were better than the ongoing season’s story. This clip is so sad. I’m not sure how terrorists who have kids can continue to break the law. Getting caught will cause pain to their offspring.

I definitely agree with you on all points.
It is hard to imagine that filler can sometimes be better than the main story, but Ghost In The Shell: Stand Alone Complex 2nd Gig proved that it is possible.
